    HOUSE JOINT RESOLUTION NO. 27                                                                   
    Urging the United States Congress to pass legislation amending                                  
    the Alaska Native Vietnam Veterans Allotment Act to allow                                       
    deserving veterans to obtain allotments of vacant land within the                               
    State of Alaska; and to reopen and legislatively approve

Representative Coghill moved and asked unanimous consent that the                                   
following committee substitute be adopted in lieu of the original

Amendment No. 1 was offered  by Representative Seaton:                                               
                                                                                                    
Page 2, line 24, following "States;":                                                               
 Insert "and                                                                                        
 WHEREAS the policy of the federal government over the past                                       
several decades has been to acquire inholdings in national parks and                                
national monuments to provide for contiguous and manageable units;                                  
and                                                                                                 
 WHEREAS it is in the interest of national security to reserve and                                
maintain for tactical purposes a system of federal military bases and                               
training land in Alaska that does not contain private inholdings; and                               
 WHEREAS it is in the long-term economic interest of the state to                                 
ensure that the construction of the proposed Alaska natural gas                                     
pipeline is not stalled or otherwise slowed because of the                                          
establishment of private allotments in the proposed Alaska natural gas                              
pipeline right-of-way;"                                                                             
                                                                                                    
Page 2, following line 27:                                                                          
 Insert a new clause to read:                                                                       
 "FURTHER RESOLVED that the United States Congress is                                             
urged to prohibit the selection of allotments in national parks, national                           
monuments, military bases or installations, or the right-of-way for a                               
proposed Alaska natural gas pipeline; and be it"                                                    
                                                                                                    
Representative Seaton moved and asked unanimous consent that                                        
Amendment No. 1 be adopted.

CSHJR 27(MLV) was read the third time.                                                              
                                                                                                    
Representative Thomas moved and asked unanimous consent that he                                     
be allowed to abstain from voting because of a conflict of interest.                                
Objection was heard, and Representative Thomas was required to                                      
vote.
